If you're on a black screen, switch over to blue. Red was still down for me after reloading several times. Blue works fine.

It's not lucky because he did it, that's fine. It's lucky because it was 1 SC second away from completion. That's pretty lucky. Not sure about the noob part though.

It was luck when he did it also...its not like he thought "oh charge finishs in like 20 seconds so me going to get a drop going to snipe it 1 second before it finishs both times"

Know your timings. If you see the council complete you know when the upgrades start.
