CET is -7 Hours from Pacific Standard Time . So basicly 1pm -7 Hours you will get your Central European time , then adjust it to your time zone. Hope im not wrong.

I think that 1pm PST will be at 22:00 CEST, i.e. in most EU-countries like Sweden, France, Germany etc, and it will be at 23:00 in Romania where you live.

PST is 9 hours away from CEST, by using simple maths we can see that 1PM + 9 hours=10PM aka 22:00 CEST ^^

Well which is more important: You watching the matches as they are happening, or the players knowing that their $2500 prize pool is not being compromised?
All you have to do is not look up the results ahead of time and nothing changes for you. Much more important for the tournament to have precautions against ghosting. Having played other games competitively, I can tell you that I sure as hell wouldn't want it streamed live if I were playing for money.

I think most sponsors don't advocate risking the legitimacy of the games being played.
If you have problems with the time difference, and are using either Windows Vista, or Windows 7, there is a built in function in the clock that lets you see 2 aditional times with different timezones. The timezones are noted in CET though.
Time zone offset: UTC - 8 hours PST is 8 hours behind of Coordinated Universal Time (UTC)
