That can't happen. If a VT gets lynched, it must kil 2 mafia in order for the game to carry on.

If a mafia gets lynched, 1 partner dies and one VT is confirmed as town, so that would be a 2 v 1, where the confirmed town has to be convinced by the VT and the mafia goon.

Town should always be aiming to get mafia lynched. If you get lynched and miss 1 shoot you're 2v1 and we lose.
