I can see why you would want more CDR at the start since vlad is weakest then, but personally I wouldn't do it. also 9/0/21 is more likely safer while 9/21 is better if you can get away with it..2% movement speed is like extra 8 movement speed. If vlad can he will use ghost most likely instead of flash. | ||
