It used to be better, before the nerfs. This patch is before the nerf. You want Mpen over AP when you have a lot of nukes that deal a lot of damage by themselves. Kat has resets. Also, it helps killing squishies, and kat needs squishies to die to get rolling. Abyssal gets you really tanky, too. Pretty much everybody ran that build iirc.

he kills a lot of creeps
also. pretty sure morgana is quite bad late game compared to orianna/anivia/tf etc. I guess if you fight in the jungle or something that aoe lock is game-breaking, but if you kite her correctly and dont clump up you can reduce her effectiveness by a lot. shield pretty OP, though.
