Ehh, I'm not sure I agree with that. Zilean isn't quite snowball in the same sort of way that, say, Akali is. Very little of how well his lategame plays out depends on well he himself is doing. The thing about Zilean is that while he has a great lategame, he has poor scaling. The distinction here is that Zilean's presence lategame is huge, but after he gets his core items, he passes a point where putting more farm on him is pretty much translating only into a little more bomb damage, and more revive HP on somebody you probably won't be ulting. When your ult gets to the point where you're reviving 3/5 or 4/5 your team at full health, farm on you is basically worth zero.
This tends to work out well for the way CLG likes to play--Saintvicious loves getting his farm, and everyone talks about he plays his junglers as carries--this is possible when Hotshot or jiji play supportive solo laners that can afford to let him get farm (Zilean in jiji's case, Galio in Hotshot's). In the case of Zilean, you will see Saint play someone like Nocturne, who can easily be cleaning up sidelane farm while jiji is exerting his presence midgame, and by late-game, Saint's cleaned up laner-level farm and has the damage of a carry, while jiji has transitioned into a supportive role.
This tends to create the image of Zilean being a snowball-y champ, but the main thing to be mindful of is that it's not necessarily snowballing on the part of how well he's doing. You can be losing lane as Zilean, and so long as your other lanes and jungle are doing fine, you'll have the same gamebreaking presence mid- and late-game. Likewise you can shit on your lane, but if your real carries are not getting their farm, Zilean's not going to be able to carry you lategame.
As a consequence, this means that Zilean needs to be able to extend his blue buff mobility and set his lanes ahead if they need help, even if it means giving up some of his farm. This is one aspect of Zilean that I feel Reginald is much better about than jiji is. While jiji has better positioning and technical play in teamfights, Regi is a much more aggressive in the early stages of the game, and does a lot more to promote a game-state where his carries are farmed and he can support them well as Zilean. There have been games where jiji will win mid lane as Zilean, but top and bottom lane will lose, and jiji will be a bit too passive and not gank to set them ahead--so when they group up for midgame fights, CLG's damage just isn't there.

I like zilean, he has massive utility in a slow/speed up, his ult makes everything 6v5 if used correctly, and his laning phase leaves no room for error on the enemy team. They either gank you or you farm to 120 get your CDR and proceed to win the rest of the map. His bombs cause panic in the enemy because they become more focused on trying to either run from them or running from their team which splits them up and causes easy kills. It's not that his numbers are awful, because for the most part they are, but that he makes player errors much more aware.
