Individual country can implement, but it will probably later handicap the country in some way. Also, there are ways to get around youth system. One thing thats has been going on for a long time for clubs in london. Because so many clubs are within such a small area, and the way FA works (grassroot system and shit), each club cannot go over a fix distance. London clubs really do struggle with young talent, because the best U11 player may not be in your designated area. If the only club in the area is playing in conference, then your development is kind of hindered by this. So, one thing the clubs can do is ask the parent of the kid to move into their area. Obviously, this has to be a voluntary thing and you cannot pay the parent. But if Arsenal ask your mum about moving so you can join their academy, there is a good chance it can happen. Second thing they can do is a link with schools, so Watford for example, has their youth academy linked with a boarding school. So you can send your kid to the school over there, with scholarship of course, and you are basically a member of the Watford youth team. You still go to lesson, and take GCSE like English and Maths, but training will be like 4-5 times a week and 3-4 hours a day as per every other academy. The only difference is that you are actually going to a proper boarding school, where 95% of all other student are just the regular teenager, and it doesn't look as dubious.

I can't even remember if I have ever seen an english coach went abroad and achieve something. It is not like Capello had more good young players to pick from, his result just somehow comes along nevertheless.
