Do you have to play the Harvest map to get the hats or no?
To get the Ghastly Gibus you've got to dominate a player wearing it so technically I reckon you might be able to get that on other maps but I'm not sure. For the other hat you need to collect 20 pieces of candy dropped by players who've been killed or suicided so you'd need to be on Harvest to do that. I played last night and got the Gibus but most of the servers running Harvest were lagging due to the amount of players trying to get in and there was a massive amount of RAGE from the people trying to be nice and help out the other team with getting the achievements whilst being continually raped by those who didn't give a shit about the hats. The amount of frustrated screaming over the mic was hilarious.
