So far the only exception from what I said above is Robin but that's because her ability of reading history stone is too critical and she does have a huge back story and she fought along with the crew for quite a period of time (think of that she had a 'trial' period with them but then she was forced to leave the team (temporary) because she loves the crew T_T such a good arc).

Sabo was born a noble, dreamed of becoming a pirate but ended up as a revolutionary. Luffy is a pirate, his father is the Revolutionary leader, despite the fact that Garp is a legendary hero of the marine. Doflamingo was born a World Noble but ended up being a Pirate. People in OP are free to pick their own path. Vivi CHOSE to stay in alabasta herself, nobody forced her.
