The key phrase here was in a 1on1 fight. Big Mom and Kaidou seem to have huge crews like whitebeard. So it could be possible to luffy to take them on in a 1on1 fight. On the other hand shanks seems to have really small crew so his crew members and shanks are mostly ridiculous strong.

80M isn't that big. That also isn't a sign of a large crew, on the contrary, if a guy with an 80M bounty is treated like a mailman/newb, you can imagine what the rest of the crew must be like. I'm supposing Shanks is doing it à la Roger, ie a crew large enough to fill up his ship, but no more.
Big Mam, Kaidou, Whitebeard all had fleets up and running.
Luffy, Blackbeard, Kidd and Law all have really small crews made of big fry.

if Shanks only has the one ship why didnt he go to whitebeard from the start?

When Mihawk went to visit Shanks (bringing news of Luffy's bounty) he ran into members of Shanks' crew on some island. Those guys seemed like scrubs. Of course, still not sure how many of them there are, but I'd ballpark by saying they can all just fit on the Red Force.

Cavendish making it out of group D would solve the rebecca - sabo issue.
then assuming winner of A vs winner of B etc we have
Bartholomew vs Burgess and Sabo vs Cavendish (which will be hillarious as he might be fooled by Sabo posing as luffy)

An 80M bounty is big. People are just getting spoiled by bounty levels now that the crew is at the level they are now. There are plenty of powerful, famous, noteworthy pirates with bounties around that level. For example, Nico Robin, Boa Hancock, and Crocodile.

Yeah but Shanks treated rockstar like a newb where as Hancock kicked the shit out of smoker without trying and crocodile goes toe to toe with doflamingo of all pirates. also all three examples you mentioned have gotten stronger since they got their bounties (two being warlords, one got 2 years of training)

Crocodile was busy being locked until Impel Down, and not that much time passed. 
And as a high level prisonner, I doubt he trained a lot. My guess, like someone else said before here, is he just lost the will battle against Luffy at that time (and he was underestimating him too). Bounties don't represent the strength of a person, but the level of threat for the world government.
Robin with a 80 millions bounty since she's a child is a good proof of that.
The fact Crocodile went rogue after he was a Shichibukai - and then having his bounty frozen - prevented it to grow further too.
