I think what we're seeing is that Doflamingo needs to attach multiple strings (or at least one) to his target in order to control them. Against an unsuspecting opponent like the vice-admirals sitting at a meeting or Jozu, who was fighting all sorts of marines, Doflamingo was able to secretly put those strings on his target and then control them. Against Law, who knows at least a little about Dof's ability, Doffy can't get his strings attached. Likewise, Law is able to slice any strings that are sent to decapitate him. However, Doffy is so relentless with his strings that Law still can't really stand up to him despite knowing Doffy's power. He can only dodge and defend and hope for help to come.

I think Dolf is just content to let the admiral attack Law. He thinks he's already won, so why do any of the dirty work himself?

If Dofla didn't have the title anymore, it wouldn't be attack "on accident". From the few scenes we got at the start of the fight, we can assume Fujitora is at least suspicious of Dofla, if not outright trying to kill him.
