He said the "voice" is getting louder the more they approach the whale (direction of Raizou). Both the dog and cat mention there was another person that said the same thing. Once they met Raizou they found a poneglyph behind him. It was confirmed that Roger couldnt read the poneglyph in Skypea, but instead he could hear it. | ||

Though in Luffy's case he could hear the Sea Kings, but he hasn't shown a reaction to any of the Poneglyphs he encountered in the past. | ||

There was a ponyglyph in the room he fought crocodile in. But that one just said where a weapon was at which luffy if he could read it or "could here it" would likely of not cared about anyway. The other ponyglyphs we've seen were sky island and fishman island and the one in Robin's past. None of which luffy interacted with. (unless im forgetting one) | ||

And Luffy hasn't reacted to the current poneglyph too though in this case he was probably more interested in Raizou and wouldn't comment about it even if he had heard "a loud voice". | ||

Naruto ninjas were more "people who could use Ninjutsu" then "sneaky spy guys" although alot of them still took that role Ninjutsu eventually developed to the point it could be used in large scale war and techniques invented that were not at all subtle if you think of it like that it makes sense that the current day ninjas function different then the original ninjas who probably only knew simple ninjustu like clone/body swap decoy thing | ||
