Her magic has gone woefully under developed so far in the series and she basically just uses the same 3-4 spirits all the time for the same jokes every time they come out. (I think the author needs to bring back that celestial orb attack thing she got dled into her head in the one arc or ffs let her develop her spirits more).
She isn't like Sakura in that her skills were developed specially for a support roll with combat abilities that became outdated in the scope of the series as soon as she mastered them. Lucy's magic has the potential to be pretty powerful but she is reduced to Fan Service and exaggerated reaction to things character. except weve already seen all the Keys and like just last arc she was about to release a new super spell but got blocked
Isn't that what I said? Having potential but being reduced to fan service fodder and laughs while her magic is basically cheap jokes surrounding the same spirits and their quirks over and over?

Mirajane was hyped then subsequently left to do fuck all. Erza is held back by her crippling self-esteem problem where she needs either direct help of her friends or she has to specifically think of her friends and say something like "I don't protect them they protect me" before she can win any fight of consequence. She runs on friendship/emo power.

Erza (and even Wendy) is more of a heroine than useless Lucy. It's always Loke who does the actual hero stuff and Lucy taking the credit.
I can't remember a single thing Lucy has done that would even remotely qualify her as a heroine in any area except fan service (and even there it's questionable).

Thats pretty much what Celestial Wizards are, using summons to do most of the heavy lifting.
She has beaten wizards before without anyones help but her own spirits. Urano Metria is supposed to be a pretty good attack as well and she used it vs Oracion Seis (and later with gemini). Her magic just gets played down because people would rather see Erza's or Grey's magic fight more then hers.
Like I said before Hiro has reduced her magic to mostly for laughs, but she does get her moments in the series.

Summoning is in essence not your own power, though. Too much reliance upon others to count. It's even more evident in the case of Lucy, because Loke can just summon himself to save the day.
It's like saying Ash Ketchum is a powerful heroic fighter. He's not. Lucy's not.

I didn't imply that she was some epic female heroine, thats not her role in the show. She is however the female lead and as I stated before its a travesty that her magic seems to be the least developed of the bunch. Her magic has a lot of potential but while everyone else in FT gets power ups and uses them consistently, whenever she gets one it gets put on the back burner in favor of Erza and Mirajane fights (who seem to be more popular except in the romance department because who Lucy ends up with is all anyone seems to care about). Its a matter of writing really and its a shame as Hiro is just catering.
The females in general in FT always seem to be forced to be constantly reminding the audience that they are female. Mirajane and her focus on family and being cute/gentle/reluctant to fight and even Erza, the BAMF of all females, always seems to fall back on having to be constantly reminded that she has friends (or Jellal calling out to her when she is about to lose a fight like when she was fighting that nature guy). Even Juvia was basically reduced to "I love gray!!" comedy fodder. Lucy is just the extreme extension of that because she is in the lead role.

She was basically only not comedy fodder when she was 1st introduced while kid napping Lucy. Oh and she went berserk mode for 1 fight because she thought Grey was dead or something.

What qualification does one need to join the council of mages? Because, as evident when observing the old ex-members and the current council that got killed, it's not magical power.

Lucy has potential to be an A-class mage with her magic. If you're really strong, multiple summons just kills people. Responding to several different types of magic is definitely not easy, and when you can use combination attacks as well to increase power exponentially (scorpio/miltank) then you can see how she'd be pretty strong. Her magic isn't enough to do this, but it's a cool idea.

There's a big problem with summoners. You can just attack the weak summoner to win.

If Lucy had higher amounts of magical power she would be OP with multiple summons and the ability to have Geminitwins copy powerful people.

She has defensive summons as well. If I'm right, if she was stronger, she should even be able to go into the spirit realm momentarily to dodge attacks.
