Is matchmaking based on wins or level? AFAIK neither, common sense suggests it uses an ELO system that works off wins but who you win and lose against is much more important then the amount of wins. So someone with 20 wins could easily be ranked higher then someone with 1000. People have wild theories about it being affected by KDR and in game stats but that would be the death of the system if anyone worked out what they were (if it uses them). I think a straight binary win/loss ELO has been proven effective in SC2/HoN and I doubt they'll vary from it. . | ||

And the reasoning of why they did not go through with it is that it would harm them more than help. Given their nature, I bet that if they knew they could get away with it and the benefits far outweigh the harm, they would go through with it. Given their past track record, it is pretty clear that they are taking the stance of doing what they can do to be successful even if it hurts E-sports as a whole. | ||
