Another day, another gimmick. No new meta change incoming for that.
If you want to see gimmicky jungling just search for lockified dota on youtube.
The number of carries that can kill a huge neutral stack early in the game is limited, and in most cases requires to completely gimp your skillbuild(passives first sven new meta). It may have some advantages for some snowbally heroes like QoP though. QoP has good area damage, would skill those skills first anyway and works extremely well if she has an item advantage. I am talking solely about the hardcamp on spire, because stacking medium and ancient camps is nothing new at all. The only carry I could see this working as advertised for is gyrocopter.

Wonder if it's at all viable in competitive. The main weakness I see is that it requires Dark Seer to completely sacrifice the offlane, meaning that you're missing out on a lot of what the hero provides (pressure onto their safelane carry, safe farm in the offlane). Still, if you're able to work around that, you could get a hell of a lot of value out of the hill stack with Gyro. Level 1 Calldown and four levels in Flak should pummel that stack.

Targeting a unit that casts Mirror Image is supposed to drop actions targeted on them.

Dark Seer jungle isn't really a new thing. The only thing this does is it lets you stack 1 additional camp per minute by virtue of not being there, but that's also counter-acted by the loss of your own farm speed from leveling Vacuum 2 and 3 over Ion Shell 3 at levels 5 and 6 and using your mana more aggressively to stack, meaning you have less for fights in that time period.
Basically a normal max-Ion Shell Dark Seer does damage fast enough that you can do 3 camps + stack a 4th in 1 minute. This essentially shifts it to do 2 camps, stack 2 more because your Ion Shell level isn't high enough. The overall change in farming speed is not that high, it just allows you to sacrifice your own farm for a carry to get extra farm--the benefit of which is questionable in and of itself given how at 15 minutes into the game, a Dark Seer's own development is often actually going to be just as important as the carry's with a key item like Mek on the table.

I can see a scenario in which you give your alchemist or gyro a insta bkb,could be useful,but yea I guess it's pretty questionable overall.

After switching to EU W from USE, I feel like the skill level has plummeted by like a factor of 20. Is this because DotA is more popular over in Europe? It's nuts.

I doubt it's much different. Of the few games I've played on EUW I have felt them to be the same/eqsier because I won them. Most likely just the luck of the draw.
