If he isn't picked often, why not? Two things (there are probably others, but these are the ones that IMO stand out most):
1) As a support, Dazzle is fairly level-dependent. All 3 of his primary skills are somewhat lackluster on the early ranks. Most other supports generally possess skills that have much more of their strength centered around the lower ranks of the skills. If Dazzle gets fed (can pull creeps smoothly early game, gets early assist gold/XP), he will be a force in midgame teamfights, but if he gets underleveled, his skills tend to be quite underwhelming on lower ranks.
2) Dazzle is not strong in the two areas that are probably most reliable and versatile for a support: hard disables, and AoE. Virtually ALL of the common and more reliable support picks (e.g. Maiden, ES) possess both reliable disables and good AoE. While the other utility Dazzle provides can make up for this (Shallow Grave, Weave, etc.), these are ultimately much more situational--which means that while Dazzle can be strong, he's not a reliable, versatile pick--you want to pick him in situations specifically where his situational utility outweighs his lack of disables or AoE.
