Asking for a game in a channel like that would guarantee a game, whereas a lot of people on IRC are idling and don't always want to play a game. Generally, people would only log on for extended periods if they wanted to game (unless it had a system where you can set your status).
I guess I'm picturing this more as a way to find a game rather than a way to just chat and talk like IRC (though you can probably find games on #teamliquid and viceversa).
