It's just a combination of poor lighting in the suit and he's supposed to be a farmer-tanned redneck. Listen to this voice, people! Clearly a stereotypical (caucasian!) redneck. Also Kerrigen looks black to me. Didn't she have braids? [Edit] Also, a lot of Blizzard's characters are winks at pop culture. Dropship woman-> Aliens. Black Palladin -> Othello. The hard-ass grunt marine is from everywhere. Also the lack of blacks and all the 50's style stuff (medics, Terran cut-scenes) could be based on the fact that the SC world is heavily influenced by the book Starship Troopers.
