The fact is a Chinese ID is strictly required to get into a net cafe, mainly to keep away non-adults. This is a very strict law in China since an extremely serious net cafe accident in Beijing 2002. The thing a foreigner should do is to prove he's an adult with a government-issued photo ID, and try to convince the manager that the Administration for Industry and Commerce won't fine him for accepting customers without Chinese ID in this case.

Is it possible for non-chinese on a short visit to acquire a Chinese ID? You make it sound like its pretty much impossible for a visitor to get into a netcafe.

No way foreigners can get Chinese ID cards. Even Chinese need a lot to do in the application process. http://kotaku.com/5934131/a-look-inside-the-smoky-world-of-chinese-internet-cafes/ In this article, author says: 1. upon entrance the internet cafe needs to take a photo of you for the Public Security Bureau 2. Foreigners need to use their passport. Surely, you must be at least 18 years old.
