Basically, the tournament's actual name was 1999 Tooniverse PKO (Progamer Korean Open). It was the first tournament hosted by OGN, and the results were as followed. The next tournament was the very first OSL, Hanaro Telecome OSL. This is the first tournament that went under the "Starleague" name, and considered by OGN their first Starleague tournament. (If you notice Freemura was the winner, who was a zerg player... yet OGN considers July to be the first ever zerg to win the OSL, which happened years later)
