it depends, obviously it didn't work out this time but with good multitasking and depending on how protoss responds + how well they're able to feel out when the muta commitment ends + the map etc etc you can do a lot of damage or win games with the sort of play he went for. heavy rain is good for forcefields and sim city which makes the roach ling in this composition pretty useless

I very often see people take it as a third or fourth base... and occasionally it's a very fast third.
