Goto your router's configuration page and enable a feature called MAC cloning, save settings and reboot your modem and router. This should give you a new IP, but might not be compatible with all ISPs. Verify your IP changed using the link above. It's important to change your IP, since Skype directory servers will maintain a list of your most recently used IPs prior to enabling the option.
If you need to change IP in the future, change the last couple of hex characters of the cloned MAC address and reboot everything again.
This will prevent a number of common ways of getting your IP via Skype, unless you accept unknown contact requests or they are on your contact list. Keep in mind there are still ways for people to get your IP (including through Skype) - clicking suspicious links, Steam (friends only) and IRC. Note that is not possible (nor has it ever been) to get your IP through Twitch chat.
To completely protect your IP while using Skype, you will need to use a proxy to ensure Skype makes no external connections.

Yes, but your lease will probably be held for ~24 hours so unless you feel like waiting for it to expire you'll get the same IP again once it reboots.
For me, every time I reboot the modem I get a new IP (well I haven't tried rebooting it multiple times a second, but within a reasonable time frame). Maybe it's uncommon for the ISP to do that though.
I'm surprised DDosing is still happening to so many people still despite this. Thanks for this R1CH it might make it more common knowledge and a reminder for others.
Not everyone can get new ip if they use DHCP, could be MAC bound, and if you change the MAC you can't even use internet. And then there are people that have real ip/static ip, so for them to change ip, is either change it and hope no one uses it or call the ISP, tho there are ISP that provide DDoS protection for servers and switches.
