I am an American player playing on a Mac. I was able to log into the Beta after spamming the logon 5-6 times after it shows the maintenance message. I successfully made a new character and the home screen of Battlenet 2.0 shows that there are currently just shy of 700,000 players online (I'm guessing that includes Warcraft players as well).

Um, 0 players online in my region, woot? Looks like I'll be playing against AI (640k ppl on battle.net though, lets hope they get on sc2)

Logged on, worked, made my account, changed video settings, was told to restart, restarted, 'Battle.net is down for maintinence"

I think you're the 4th to post with this error thus far. The only thing I can think of that could be causing it is an inactive WoW account. Can anyone else getting this error mention the status of that account to help narrow down what's causing it?
