The plan actually only involves leveling 3 alts to 92 in order to unlock Garrisons, the Mine, and the Forge. Conveniently I already have three alts at 90 from when I was putzing around in MoP before deciding to buy WoD.
Leveling the alts to 92 can be done during the evenings my wife and I have designated for watching Dr. Who, anime, etc. She knits/crafts, I do mindless computer stuff. Thus there's no opportunity cost relative to accomplishing anything on my main (who is essentially done with questing and needs to run dungeons/raids for gear). Each alt should only take a single evening.
Assuming the Mine provides enough Truesteel Ore to maintain each Alt's Forge workorders*, 3 alts + 1 main will yield 58 Truesteel Ingots per day. This is enough for one piece of Truesteel gear every other day (100 Ingots), of which there are 8. 10 Ingots are required for the Reshapers to reroll secondary stats, and I anticipate I'll need another four days at least to get the stats I desire.
Theoretically this allows me to get iLvl 640 gear with optimal stats in as few as 20 days. With just my main it would take roughly two months. Shaving 40 days off is worth three evening's investment.
Once I am done I can begin selling the gear on the AH and make a modest fortune to fuel my raiding. Alts can eventually be leveled to 96 to also provide herb supplies.
