It isn't just ToD. TvP wins are pretty rare these days. If a terran wins like 3 straight series against korean Ps, they are probably the best TvPer. Look at TY.

Well right now, whoever is actually able to win a Bo3 against protoss in a major tournament is usually called "the best TvPer" by both casters and the community. To be fair, whenever someone wins 1 game no matter against who is he playing, he is suddenly "so goooood", "best sc2 player" & "nobody will ever stop X"

and jjakji's and Polt's T v P are amazing, compared to other Terrans besides Taeja when he's on, and Maru.

I think it was also Polt using a marauder heavy style so storms don't cripple him as much compare to marine heavy style. However, the down side is he can't kill 3-3 zealots quick enough even when he takes out the AoEs. that is why it took him a long time to wear stardust down.
