Burrow is an only use once strategy. Ever. Take for instance herO vs TLO. He was planning to use both against herO but herO scouted the baneling nest and easily smashed both moves with blink, obs and immortals.

yeah sure baneling drops. Completely solid non gamble strategy. Burrow would have been nice, but I don't think it changes the game. He can chrono an observer easily.
