Select usually gets over 200 apm anyways but he plays like a monster LOL so If you both have over 200 apm then the person who actually wins the match wins......

Yes.
And in a tournament that specifically demands 200+ APM, everyone's going to be spamming it from the first second anyway, making it impossible to trick someone by reaching 200 and insta-leaving (or at least a massive gamble that the opponent is favored to win).
