It slows tempest pushes, but you shouldn't forget that in the end one of the main strengths of tempests is that you force the enemy to attack into your army (read: storms), and PDDs dont change that. They will simply run out of energy while tempests won't run out of munition and can just sit back and keep shooting if the terran doesn't either attack or retreat. | ||

Seriously, you saw the ghosts die to templars. Templars counter ghosts. Ghosts counter templars. It's Flash's fault (or PartinG's genius) if the game turned, it's not a race problem. | ||
