During the Non-Kespa prelims, Moletrap asked one of the managers at the event why there wasn't any international coverage yet, and he was told that it was because Blizzard had not given them permission to start an english stream until the beginning of the OSL, which is considered the Ro16. Thus the source is Moletrap's twitter and the Non-Kespa Prelims thread, somewhere.

The qualifier will start at 11:00AM, 19th Korean time, but still don't know if there will be stream. It seems like there is no because I don't see anything in OGN schedule.

I believe what he said was that OSL would've liked to allow it be streamed, but they didn't bother to get permission from Blizzard.
