So, without WIFOMing, he would be vt and, therefore, narrow the target to the shitty witch. That's why it's not a good play as town. That's why it seems to be mafia motivated.

I can see what you mean, that there could be a better scum motivation because of the Shitty Witch. I just wouldn't make much of a conclusion based on that since I can easily see myself saying something similar.
