In the the announcement Riot said players are considered excempt if they "are on the Active Roster of a team participating in the Summer Promotion Tournament". So I guess they are excempt and teams have the chance to still add foreigners until the promotion tournament, but not after. | ||

I mean I hope UoL get in through the extension series, but seeing that type of play makes it difficult to think they will get in. Especially when the other teams seem so much more controlled/refined than them. | ||
