As in, they can go as late as they want. Riot already confirmed that there will be proper tiebreakers in the event of a tie.

Overall that game was SK's fault. You can't honestly expect to stop a push from Graves with just a Shen, esp. when Gravse has Bloodthirster. Shen has basically no wave clear and he has a very limited gap closer.

If CLG had that much trouble against SK though I can't imagine how them beating Frost is even within the realm of possibility.

How could SK have expected that? Hey, the enemy team has 3 teleports up (we know this), they are inside our base and we have no chance to finish this off in a timely manner. Let's stay and do nothing instead of quickly porting back after killing inhib and clean up?
