I just googled it to make sure it was correct, and apparently it is...
1. Salt and water- Take a small cup mix up some warm water and salt together. Place this onto a rag making sure it's pretty saturated. Then keep blotting the cut with this solution. The bleeding will stop after 2 minutes or so. It will not burn you at all.

Here is some medical advice:
1) See your Doctor. Its what they are for. Its what all that medical school and years in the hospital are for. Its like me trying to fix my computer when I don't have any idea what I am doing. Sure you can google it, and a few times out of 10 it may work, but this is your life we are talking about, you don't want to make mistakes.
2) Forget about making a mess of it and getting an ugly scar. Your chest is close to a few vital structures, mainly your heart and lungs. Infections can spread quickly in those areas. The antiseptic techniques you were using are not sufficient. Most people that have a procedure like that are also placed on prophylactic antibiotics. You may feel clean when you are doing the procedure, but you will eventually shower, change your clothes, etc, that is when you can get infected.
3) You should have also considered, if you cut something important, and lose a lot of blood, you don't have access to fluids via IV. You are cutting in an ackward position looking down onto your chest. You may not be able to visualise everything you need to see. And finally, what if you got half way cutting and it hurt so much that you cannot continue?
Please please please, let a a doctor do these things.
