It's more about an attempt to counter the delay, most down commands were not people trolling, but typed ages ago because of Twitch delay. Spamming pause when Red doesn't need to move down anymore slows things down and helps people catch up.
Troll commands, being mostly random, should happen either way. Yes, the menu eats quite a few of them, but the added time also guaratees that there will be a lot more of them. If anything, it can makes things slightly worse, since now trolls have a better idea of when spamming down is actually harmful.

They made it all the way to 9, then instead of just GOING RIGHT, they went down and fell down the ledge lol
perhaps within the next 3 days we'll hit rock tunnel :s

At least we'll be making visible progress, beating trainers (eventually), gaining levels, all that fun pokemon stuff. As opposed to spazzing around a ledge for 14+ hours.
