I didnt meet Flash...I came up till the very last gate, the one that requries the last gym badge, but not further.
And I cant catch moltres without getting the national pokedex first, also I need to finish the elite four to get access to mt. ember

For now you'll have plenty to do just to get to the Elite Four. Cross Victory Road, beat Flash on the way. You're gonna need quite a bit of PP for that.

In Red and Blue you could get moltres in victory road but in FireRed and LeafGreen they moved moltres to some island and you can only get it after the elite 4.
