Level up Kwanro once or twice then try. If it doesn't work just level up Kwanro more.

I would suggest bringing Kwanro to level 20-22 (and Hiya to 30)

I think you should teach Kwanro it. If you do my vote is for double team, I've never liked moves that only change stats.

It's good for catching pokemon though, although you do what butterpoo that can do that with stunspore.

I say double team, it's weak only needed for bosses and generally not really that needed.
