And within this context, since everyone knows that Sanji isn't even in Dressrosa, there is no reason at all for anyone to assume someone is trying to say that Sanji is inside the bird cage. I know you are really bad with language, and this is just one of those times where that is biting you. If you want to continue this, please learn the different uses of the word "like" first.

I just want Doflamingo to say "Take out all of these important people" and list a bunch of weaklings to make the strawhats and co panic. I mean, he can't just up and name Luffy, Law, Sabo, Futijora, etc. Who is really going to take them out?
If his list is like "Riku, Viola/Violet, Rebecca, Bellamy" I'll be way happier than if it's just a bunch of strong guys which makes the arc too predictable.
I'm also hoping Dofla is able to parasite one half decent guy. Actually scrap that, I want him to parasite a strawhat. By a strawhat, I want Franky specifically to become an unwilling puppet. I think that would make for some awesome turn of events.

and even assuming he does instead of luring the executive away why not fight him in the castle/city ? that way after winning he can go on to fight more people and do more damage
the people fighting against mingo are in a tough position as is, the last thing they want is to send a powerful fighter away from the fight in order to potentially trick one of mingos fighters to check it out

It seems that the language of my post was too complicated.
What I meant was as Sentenal pointed out that I think there are people inside the birdcage that are smart. And I expect these people to trick Doflamingo or at least force Doflamingo to send members of his pirate crew outside the castle to stop people from fleeing the bird cage. Which leads to a typical situation with many one versus one fights all over the kingdom. If I had to guess I would name Fujitora and Sabo as such people. Maybe even Kelly Funk or Dagama of the gladiators would be smart enough to do that.
My entire idea is that Doflamingo uses the birdcage to stop everyone from leaving the country. That is the whole reason he used that. It is literally a cage, a prison. But I think that Pika controlling the castle walls and Doflamingos crew being inside the castle could actually be impossible to attack directly. The castle is able to fucking fly away and throw people out. The castle threw Luffy and some others out just before this birdcage started.
Because of that Doflamingos plan isn't just "Survive" His plan is "Stop everyone from fleeing and kill them all" If people outside of Dressrosa find out what is happening there, the Marines will send more battleships and more admirals. You just can't have a mass murderer as a Shichibukai(Sir Crocodile got replaced, too). Other countries or the Yonkou(especially Shanks) might come as well to take care of Doflamingo.

right cause it totally makes sense for Doflamingo to send critical parts of his defense FAR away from him in order to chase down someone trying to escape
cause if they escape they can climb mount doom and through the ball of yarn into the volcano that is the source of his power
the only reason the bird cage is there is to prevent the masses from leaving so he can have as much chaos as possible, he doesnt actually care if the strong people decide to leave, hes destroying a country, killing everyone in it and attempting to kill an admiral, some vice admirals and a bunch of fodder

Even if it takes a week or a month for the information to reach the outside world, it will mean that Doflamingo loses everything he worked for. And that's why he tries to stop people from fleeing. If he wanted he could flee anytime. He can skywalk on his string, at least some of his crew members can fly and Pika, the castle, seems to be flying quite fast as well. He wants to stop anyone from getting out so he can stay in Dressrosa, and keep doing his illegal stuff.
