I'm not entirely sure. I thought it was just the underground port or something. I didn't see anything that screamed it was a factory like machinery or anything saying SMILE etc. | ||

No, Sugar is in the central building in the trading port where Doflamingo does deals with pirates. The Factory is a separate area attached to the trading port where they have the tontatta growing trees for atificial devil's fruits. | ||
