This! Look at the events at Enies Lobby the press completely blamed the SH's for burning that place down when it was really the buster call that destroyed most of it.
Unless the events have been shown you really shouldn't trust what the press says or what the 'normal' public believes in one piece...

i doubt that Bart has been seriously clashing with government enough that they have to constantly cover up and blame him for massacre
and he did toss that fake bomb into the crowd so hes not some goody two shoes freedom fighter

I think this is the most stable pattern out of people looking at what roles the Straw Hats should have or whether they have a dream or not. Roles aren't important because Robin has a useless role and dreams can show up later like with Brook. If a character is going to become a Straw Hat the reader should know about that character and they should be a unique character. The closest exception to this role might be Vivi who seemed like a generic villain before "joining" the crew. Same reason why a future Straw Hat should not join an arc very late since we get little time to know them.
