1. Guns are non-lethal in One Piece and Law is alive. Oda wanted to make it clear Doflamingo is not killing him. 2. Oda is using his popularity to push anti-gun legislation in Japan and is taking bribes from politicians to show firearms in a negative light in his comic. One Piece is Liberal propaganda. | ||

Edit: My guess is that he uses a gun to hide his powers in public. Not everyone seems to know what he can do so there's some secrecy behind it. | ||
