I doubt those guys are completely weak, sure they were rolfstomped for the luls but that hasn't stopped other evil chars from having some OP ability or just kinda bumbling to get knocked around a bit.

seems like a couple at least have abilities similar to the voodoo doll, very dangerous if it hits but not exactly hard to prevent

indeed the there must be some evil mage mass producing them in the time Natsu was training, probably with some memory altering magic so noone thinks them suddenly apearing is wierd
