Try and find something similar on the AH. It doesn't have great dps/stats for endgame Wiz, but it's a good leveling weapon. It'll prolly not sell that easy considering how it's a leveling weapon for just one class.
Try and find similar on the AH to look at a price. Just put in 1h weapons, your -lvl requirement, and then search for similar dps whilst manipulating the max buyout price.
I found a 700 dps -9lvl req onehander yesterday and sold it for 110k, EU server.

If it had Str/vit it would've been worth more, monks tend to prefer 1handers for faster attackspeed. The stats are pretty high, but the dps is pretty low. 300-400k if you're lucky, imo.

Thanks. Monks can't equip this weapon though, so that won't make a difference. I'd be lucky to get 100k actually.

I sold a set necklace the other day for 2.5m(NA). Since its part of a set, it does have a counterpart that I also assume is for mfing so I don't know if that adds to the value, but it was similar stats except in place of vit and life it would have been like 150 str and 1300 thorns damage and it was only 35% mf (but that was the highest I saw for this set item). I started the bidding at 800,000 and had the bo at 2.5m and it sold between 12-24h so it seems I priced it just right.
So with that said I would say 2.5m is a good ballpark figure for this item, I'd say your stats are more desireable, but it doesn't have the green factor with set bonus, not sure in difference of desireability between monks and barbs either though.
Edit - I misread your post at first, how much the huge vit and life% add I'm not really sure. Still in all its a mf piece, its very nice, but it has its niche like you said similar ones are going unsold at 2.5-5m so maybe start yours at 1m w/ 5m bo or just don't put a bo if you're not in a rush.

Tough to say. Their maximum dps is capped by their base dps.. you can't craft the ones with highest dps, but you should be able to make weapons selling for a million.

Quick question since I'm currently ingame and cant access AH:
is a 71vit/12mf ring worth similar to a 71int/12mf ring (20k+)? or does the vit lower the value?

As far as I can tell, this is basically a perfect item for a demon hunter or a poison res monk.
Similar (either missing VIT or MS...darn you three modifier search limit) items are priced 1-5m+, but obviously due to the aforementioned limit I cannot find identical items with ease.

I'm more curious how I should figure out a price on the NA AH. I'm thinking that I look for the vit/int/AR then add x amount of gold on top of it for the 3 sockets. Thoughts?

The lowest price Windforce is going for 200k with simila DPS to yours. Keep in mind that the DPS (relative to other weapons) is really poor for a level 60 weapon.
You can probably get someone to buy it for 150k-200k, simply because it's a Windforce and that would be a big discount over all the 40+ pages of other WF's.

Just add various combinations of 42, 42, 42 (I just kind of assume that most people use the +42 stat gems) to each stat (Int, Vit) and sort by the maximum you can get them up to.

Yeah, probably somewhere between 1.5 to 2.5m. The double-res is amazing for monks who use poison as their element resist stack.

I'd put 3 topaz in and go from there - the gems factor into the search on the AH. Should do really well on that - hell if I hadn't spent all my money upgrading today I would have loved to have it.
