You can miss your EMP on the arbiters because it takes time for the EMP to reach the arbiters. You literally cannot miss a stasis or a storm on tanks in siege mode unless you are a retard.
nbs somehow wins, I'm going to go ahead and say it's because Ruby missed like every single emp.
I really hope Anytime can win this, it's too early for this to end !
RuBy had a REALLY sloppy game. He SAW the arbiter, he should mass Turret at his 6 o clock to defend against it AND his Army control was mediocre.

ruby's harass was excellent, I think he needed to set mines for his pushes better and to hit the arbiters every time with emp/control vessels better, he missed arbs like 4 times
