Note they also said that fewer than 10% of them were actually involved in any game development capacity. Chances are a lot of them are game testers, auxilliary staff(janitorial, cafeteria, etc.), or pr(game masters, moderators, etc). I'd bet a lot were game testers as with the biggest title they have that requires near-exclusively internal testing resources being nearly complete, they no longer really needs them.
