I think their all time records favor Naniwa, but I think if he was still playing Scarlett would've eventually passed him. She's kept improving while Naniwa looked very stagnant leading up to his retirement. /shrug
I just always considered Scarlett my choice for foreign hope, especially after Stephano retired.
