He didn't make any Vikings because he didn't think he would need to. He went 4M to finish it or to get so far ahead his economy would give him the chance to squeeze any other units he needed out.
He couldn't do enough damage from his 4M count which meant his vikings were late which they should not of been due to he had 11 medivacs at like 12 min mark, which should of triggered the viking production earlier.
Also if you saw he went Ghosts thinking templar follow up or switch was incoming which again took gas away from his viking production. herO saw this and hit a perfect 2-2 timing. If that had 1-2minutes later vikings are out and Maru 2-1 is done and better engagements with emps too.

so getting widow mines and second reactor starport, is the reason why upgrades were so delayed?

Maru had 8 vikings or so in the end though

No Terran will always be late in ups compare to Protoss unless Protoss is playing agressive or Terran really really eco.
