I disagree Fantasy plays very harassment focused and so does Dream, and those kinds of games can easily turn to one side or the other, with the most important thing being the builds they chose.
Not that he necessarily has the advantage, although I think he does, but it's no where near certain and Fantasy isn't a God, hasn't been, has struggled regularly against ESF players, and most importantly plays a very very relatively flimsy style which matches up well for Dream in this case.

Bbyong has really good, maybe even incredible micro, but his game sense is a lump of coal. He's been floating around Code S for a while but he never gets sent out in Proleague.
