This is rather an inside joke, that apparently many new people don't get and get annoyed when it should rather make them feel very well. EU guys really should be much happier with the USA joke than US guys, in fact EU guys made it that popular. And when you see US guys who actually play along, instead of being offended by it, that's even funnier.
Pretty sure people were banned for protoss 1a2a3a jokes quite a lot back in the days. I don't mind it though.

Yea Artosis started it but then European TL users kept on saying it to make fun of the US. And then US fans seized on it, either 1) because they appreciate the humour, and are OK with laughing at themselves 2) becasue they feel the need to make up for their lack of good players 3) casue they genuinely think these players are from USA. 4) to be annoying and spam LR threads.
Honestly, it's not a big deal.
Some people from the US find it funny and some people from Europe find it funny, so they do it. Others do not, so they get annoyed.
I don't think it's a huge thing that speaks worlds about any specific nationality.
