What? You should almost always rate a player based on their consistant level of play in competition, not on some kind of magical hypothetical maximum potential index...
If a player plays well once and subpar 9 times, I'm going to expect them to play subpar in their next games too. It's nice to show you can really play well, but if you aren't doing it consistantly there's no reason for people to consider you to be at the level of that 1 game.

Morrow is very good. But ZvP is such a hard matchup right now, with all these timings and compositions figured out, that I struggle to imagine him winning it.
Also MC is scary.

His games are entertaining because of how well-executed his play is. Usually people who don't pay attention to small details find his games boring, but if you actually look at everything he does and how easy and smoothly he makes things look makes things entertaining in itself

Someone could magically win a game and that would be their maximum potential but they lose every other game.
I guess you're right, but I'm not sure we really have a read on what is consistent for MoonGlade. While he hasn't been good in GSL (with the exception of that first game vs TT1), he did very well in IEM. I don't really watch his stream so I don't know how good he is while laddering, but I hope to see MoonGlade more so we can see what his average level of play is.
