Sunfire is an item, Tibber's aura is part of an ability. But yea, it doesn't; just checked. Bit of a pity, would be kinda cool to have a burning, slowing bear walking around. As it is, Tibbers is kinda useless after the summon, especially with out clunky the pet command system is.

I actually believe Tibbers does trigger Rylais, difference from Sunfire is that the source of damage from Sunfire is an item, while Tibbers is a spell. wiki is inconclusive but says that Tibbers' aura "trigger's on-ability effects".
EDIT: Actually it doesn't seem like it works. Also according to the wiki, Tibber's on-hit damage is fixed per spell level and isn't raised by banner of command...
